Phillip Mutual Berhad is registered with the Federation of Invesments Managers (FiMM) as an Institutional Unit Trust Adviser (IUTA), Institutional Private Retirement Scheme Adviser (IPRA), Capital Markets Service Licence (CMSL) holder and is licensed by the Securities Commission to conduct the following regulated financial activities:

  • To deal in unit trusts
  • To deal in Private Retirement Scheme

Phillip Mutual Berhad (PMB) was incorporated in Malaysia on 31 January 2002 under the Companies Act 1965 with paid up capital of RM20,290,932. PMB is licensed to Capital Markets and Services Act 2007. The shareholders of PMB are Phillip Capital Holdings Sdn Bhd (PCH) (70%) and Ehsan Astaka Sdn Bhd (30%). PCH is in the financial services industry and has 8 subsidiaries, which are involved in various businesses such as fund management, information technology, money lending and properties. As at 30 April 2017 PMB has 2 Unit Trust Funds under its management. 

PMB is essentially part of the PhillipCapital Group of companies, a financial conglomerate with interests in stockbroking, futures broking, foreign exchange, bonds, unit trust, contracts for difference, exchange traded funds, insurance,  fund management, managed accounts, equity financing, property financing and information technology solutions.

The group was established in 1975 and has presence in 16 countries including Malaysia, Singapore, United States of America, United Kingdom, China, Japan, Australia, France, Hong Kong, Turkey, Thailand, Indonesia, UAE, Sri Lanka, India and Cambodia employing more than 3,500 employees globally while serving over 1 million clients worldwide with assets under custody/management totalling more than USD30 billion and with shareholders’ fund in excess of USD1 billion.

PMB's sole activity is the management of unit trust funds. Our vision is to become a centre of investment excellence in Malaysia through the following approaches:

Our employees have extensive experience in the unit trust industry within their respective areas of specialisation. They will be responsible for the day-to -day management of the funds, reporting to the Board of Directors, Investment Committee, Trustee and the Securities Commission.

The Management Team
Phillip Mutual Berhad (PMB) was incorporated in Malaysia on 31 January 2002 under the Companies Act 1965 with a paid up capital of RM 20,290,932. The shareholders are Phillip Capital Holdings Sdn Bhd (70%) and Ehsan Astaka Sdn Bhd (30%).

We have a staff strength of 49 executives as at 30 April 2017 with extensive experience in the unit trust industry within their respective areas of specialization. They are responsible for the day-to-day management of the Funds, reporting to the Board of Directors, Investment Committee, Trustee and the SC.

We are essentially part of the Phillip Capital Group of companies, a financial conglomerate with interests in stockbroking, futures broking and fund management and information technology. The group was established in 1975, providing a comprehensive range of financial services to retail and institutional customers. Today PhillipCapital Group is firmly established in the financial hubs of 16 countries, with offices in Singapore, Malaysia, Cambodia, Indonesia, Thailand, Hong Kong, China, Japan, India, Sri Lanka, United Arab Emirates, United Kingdom, France, Turkey, Australia, and United States of America. The group’s more than 40 years of experience in equities, futures and fund management will be harnessed to produce results consistent with each of the Funds’ objectives.

As at 30 April 2017, we have two Funds totaling RM 789,126,720.

Mr. Andy Lim Say Kiat

Mr. Andy Lim Say Kiat was appointed as the Chief Executive Officer/ Managing Director of Phillip Mutual Bhd (PMB) on 1 January 2016. Prior to this, he was a Non-Independent Director of PMB since 5 June 2009, during which he held the position as Executive Director of Phillip Wealth Planner Sdn Bhd, a leading financial planning company in Malaysia and before that, heading the group’s fund management arm, Phillip Capital Management Sdn Bhd.

Mr. Andy Lim started his career as a Dealer in the international commodities market before joining PhillipCapital’s Malaysian derivatives operation as a Futures Dealer representative in 1998. He has 19 years of experience in the capital markets covering fund management, derivatives broking, financial planning, research, financial platform development, distribution and marketing. He is currently the Group Managing Director of PhillipCapital Malaysia and is a board member in most of its key subsidiary companies.

He was a member of the Executive Committee of the Association of Financial Advisers of Malaysia from 2013 to 2015. He holds a Bachelor of Science in Economics and Management (Honours) from the London School of Economics, University of London and is a member of the Financial Planning Association of Malaysia (FPAM) and a Chartered Financial Analyst (CFA) charter holder since 2006.

Major (R) Chai Chung Bin

Major (R) Chai Chung Bin is currently the Chief Operating Officer of Phillip Mutual Berhad. He oversees the overall planning and execution of functions relating to Operations and Finance. Major (R) Chai Chung Bin has been with the PhillipCapital Group since 2009 and has been instrumental in operational process improvement, system improvement as well as development of the Group’s proprietary wealth management platform.

Encik Ramli Abd Hamid

En. Ramli Abd Hamid joined PhillipCapital Group as Head, Legal, Compliance and Risk Management in October 2015 with the main responsibilities to conduct regular compliance reviews of each area of the company’s operations to ensure compliance with legal, regulatory, internal policies and requirements. En. Ramli has more than 18 years of experience in the fund management & unit trust/financial services industry. He is a Compliance Officer registered with Securities Commission Malaysia and responsible for compliance matters.

Ms. Norliza Burhan

Ms. Norliza joined Phillip Mutual Berhad as Head, Operations in April 2014. Prior to joining PMB, she was attached to Phillip Wealth Planners Sdn Bhd, a sister company of PhillipCapital Group, supporting the financial planners. Apart from unit trust industry, she also have exposure in accounting and budgets as well as commercial credit loan when working with Petronas International Corporation Limited (PiCL), a subsidiary of Petronas Group and Maybank Berhad, respectively.

Mr. Yap Cheng Sun

Mr. Yap Cheng Sun joined PhillipCapital Group as Head, Finance & Accounts on 16th August 2016 with the main responsibilities of ensuring the smooth operation of the Finance & Accounts department, to ensure adequate financial control is in place and to oversee the year-end audit for both the company and fund accounts. He has more than 20 years of working experience in the various industry such construction, oil & gas, financial services, automotive and FMCG. Mr. Yap is also a member of both The Malaysian Institute of Accountants (MIA) and The Chartered Institute of Management Accountants (CIMA, UK).

Mr. Raymond Francis Wong

Mr. Raymond Francis Wong joined Phillip Mutual Berhad as Head, Unit Trust Marketing in March 2017. Prior to joining PMB, Mr. Raymond was an Investment Analyst for 3 years and also spent 11 years in various divisions of the unit trust and insurance industries. Mr. Raymond holds a BSc. In Business Administration majoring in Finance from the University of Nebraska, USA.

Prof. Tan Sri Dato' (Dr.) Ir. Jamilus Bin Md Hussin is currently the President and Chief Executive Officer of KLIA Consultancy Services Sdn Bhd. He is also the President of the Project Management Institution Malaysia and holds several fello memberships with engineering associations in Malaysia. Prof. Tan Sri (Dr.) Ir. Jamilus is known for spearheading KLIA Construction within the time frame of 7 years. Prior to the KLIA project, Prof. Tan Sri Dato' (Dr.) Ir. Jamilus held numerous key positions in the Government including the Public Work Department (PWD). Among the posts he held were as the PWD State Director in Pahang, Terengganu and Perak. His vast experience includes the formation of policies, organisational development and implementation, project and construction management and facility management of Government properties. Prof. Tan Sri Dato' (Dr.) Ir. Jamilus also has a keen interest in propagating the professional practice of project management in the industry. He is active in the lecturing circuit by giving lectures and seminars in major local and international conferences. Prof. Tan Sri Dato' (Dr.) Ir. Jamilus was appointed as an Independent Director on 22 November 2004. On 24 December 2015, Prof. Tan Sri Dato' (Dr.) Ir. Jamilus was appointed as Chairman of Investment Committee.

Datin Hajjah Nona Binti Salleh, CFP (Executive Chairperson, PhillipCapital Malaysia), is the Executive Chairperson of Phillip Capital Management Sdn Bhd, Chairman of Phillip Mutual Berhad, a director of Phillip Futures Sdn Bhd, Phillip Wealth Planner Sdn Bhd, as well as other Malaysian companies under the PhillipCapital Group. She started her investment career in Aseambankers in 1992 where she gained exposure in the management of Shariah-based and semi-Shariah based portfolios. Over the past 24 years, she has accumulated experience through her involvement in the investment management and strategy of her clients’ investment portfolios, namely the Employees Provident Fund (EPF), Lembaga Tabung Haji, Koperasi Jaya Diri, Double Growth Fund and Emerging Growth Fund (BHLB Unit Trusts) as well as Mayban Dana Yakin (Maybank’s Shariah -based unit trust fund). Prior to re-joining the Phillip Group in 2001to head its Malaysian operation, she has held several key positions in investment management and research, including the positions of Associate Investment Director of BHLB Asset Management, a subsidiary of Ban Hin Lee Bank (now merged under CIMB group) and Chief Investment Officer at Maybank Investment Management Sdn Bhd, a subsidiary of Malayan Banking Berhad. Datin Hajjah Nona is a graduate of the London School of Economics, University of London and she holds the Investment Management Certificate (IIMR), UK as well as being a member of the Financial Planning Association of Malaysia (FPAM). En. Mohd Fadzli Bin Mohd Anas (Non-Independent Director)

En. Mohd Fadzli Bin Mohd Anas was previously the Chief Executive Officer of Phillip Mutual Bhd between 2 February 2005 and 31 December 2015. Prior to that, he was the Vice President, Investment of Phillip Capital Management Sdn Bhd where he was responsible for investment and marketing activities for the company. En. Mohd Fadzli has been with the PhillipCapital Group for the past 16 years and has been instrumental in charting the growth of its Malaysian business. He currently holds the position of Executive Director for Phillip Capital Management Sdn Bhd since 1 January 2016. En. Mohd Fadzli has worked in various senior capacities in the financial industry for the past 20 years. He has also been actively involved in the business development activities of a listed telecommunications company, where he served as President of its Group Marketing Council which was responsible for advising the company's Management Committee on marketing strategies. En. Mohd Fadzli graduated with a B.Sc. (Mathematics) from Clarkson University in New York, and holds an MBA (Finance) from the University of Leeds, United Kingdom.

Mr. Lim Wen Sheong (Non-Independent Director)

Mr. Lim Wen Sheong focuses on product development as well as investment strategy. Prior to PhillipCapital, he was at the Investment business of Citibank Asia Pacific. Mr. Lim has been with PhillipCapital since 2001 where he has been involved in equity research as well as corporate finance both in Singapore and the United Kingdom (UK). Mr. Lim is a graduate from the London School of Economic and also holds an MBA from the Anderson School of Management at University of California, Los Angeles (“UCLA”).

Mr. Jeffrey Lee Chay Khiong CFA (Alternate Director)
B.Eng (Hons) in Chemical Engineering, National University of Singapore.

Mr. Jeffrey Lee is the Managing Director and Chief Investment Officer of Phillip Capital Management (S) Ltd. Prior to his current role, Mr. Jeffrey Lee was a Director of Investment at AIB Govett (Asia) Ltd and held senior investment manager positions at DBS Bank and Mitsubishi Corporation Group. Additionally, he has served on the Board of Directors of a number of companies within the DBS Bank and PhillipCapital, as well as several venture capital investment companies. Mr. Jeffrey Lee's fund management experience spans several investment cycles. His track record includes a number of highly rated unit trusts in the Asia Pacific and Global Funds category.A Chartered Financial Analyst (CFA) since 1990, he obtained his Bachelor’s (Honours) degree in Chemical Engineering from the National University of Singapore in 1985 on a Public Service Commission Merit Scholarship. Mr. Jeffrey Lee was appointed as the Non-Independent Director.
Investment Committee
ROLES AND RESPONSIBILITIES OF THE INVESTMENT COMMITTEE

The Investment Committee is responsible for formulating, implementing and monitoring the investment management policies of the Funds in accordance with the objectives of each of the Funds and the provisions of the Master Deed. Formal Investment Committee meetings are held every 2 months and more frequently when required to approve and decide the following:

  • establish appropriate strategies to achieve the proper performance of the Funds in line with their respective investment objectives;
  • ensure proper and efficient implementation of that strategies by the Manager or any delegate;
  • actively monitor, measure and evaluate the investment management performance of the Manager; and
  • ensure compliance with the provisions of the Master Deed, the Act, the Guidelines, securities law and internal investment restrictions and policies by the Investment Manager of the Funds.

He is also the President of the Project Management Institution Malaysia and holds several fellow memberships with Engineering Associations in Malaysia. Prof. Tan Sri Dato’ (Dr) Ir. Investment Manager

ROLES AND DUTIES OF THE INVESTMENT MANAGER

Effective 10 November 2004, the investment function has been delegated to Phillip Capital Management Sdn Bhd (“PCM”). We strongly believe that by delegating the investment function, the Funds would be best managed to achieve its objective. PCM was appointed as the Investment Manager to implement the investment strategies and manager the Funds, as required by the relevant guidelines, the appointment of PCM has been approved by the SC and the Trustee.


The Investment Manager is a licensed fund management company and responsible for managing the investment and dealing of the Funds so as to meet the investment objectives of the Funds. The Investment Manager shall have discretionary authority over the investment of the Funds under their management subject to the Guidelines on Unit Trust Funds and other relevant applicable regulations. The Investment Manager will meet and report to the Investment Committee of the Funds on a regular basis pertaining to the status of the Funds, proposed investment strategy and discuss matters relating to the Funds. Apart from the regular meetings, the Investment Committee will meet with the Investment Manager more frequently should the circumstances require. The remuneration of the Investment Manager is borne by PMB.



PHILLIP CAPITAL MANAGEMENT SDN BHD (PCM)

PCM was incorporated on 13 February 1995 and commenced operations with a paid up capital of RM6.245 million. PCM is a licensed fund manager under the Act, and is part of the PhillipCapital Group of companies. The fund management service of PhillipCapital Group is available globally through several member companies, namely PhillipCapital Management Pte Ltd (Singapore), Walker, Crips, Weddle, Beck Plc (United Kingdom), Sovereign Asset Management Limited (Australia), Phillip Securities (Hong Kong) and Phillip Securities (Singapore).


PCM offers investment management expertise to institutions, corporations and high net-worth individuals and EPF contributors under the EPF Investment of Members Savings Scheme. As at 30 April 2016, PCM’s total shareholders fund was RM RM 15,237,713 million and the total funds under management were RM 2,465,347,361.37.


PCM combines top-down macroeconomic approach for asset allocation decision and bottom-up research for optimum stock selection. As at 30 April 2016, the company has total staff strength of 36 comprising 15 Fund Managers and 21 support staff.

MR. ANDY LIM SAY KIAT, DIRECTOR

Mr. Andy Lim is currently the Executive Director of Phillip Wealth Planner Sdn Bhd, a financial planning company licensed by the SC and the Group Managing Director of PhillipCapital Malaysia. He started his career as a Dealer in the international commodities market before joining PhillipCapital’s Malaysian derivatives operation as a Futures Dealer in 1998. He specialised in the Kuala Lumpur Composite Index Futures. He was transferred to the fund management arm of the Group in 1999 to grow the high-net-worth clients operations.


Over the past 14 years, Mr. Andy Lim has climbed up the ranks through various division within the Group including sales, marketing, financial planning, research and fund management. Mr. Andy Lim was appointed as the Non- Independent Director on 5 June 2009.




ENCIK MOHD FADZLI BIN MOHD ANAS, INDEPENDENT DIRECTOR

En. Mohd Fadzli Bin Mohd Anas was previously the Chief Executive Officer of Phillip Mutual Bhd between 2 February 2005 and 31 December 2015. Prior to that, he was the Vice President, Investment of Phillip Capital Management Sdn Bhd where he was responsible for investment and marketing activities for the company. En. Mohd Fadzli has been with the PhillipCapital Group for the past 16 years and has been instrumental in charting the growth of its Malaysian business. He currently holds the position of Executive Director for Phillip Capital Management Sdn Bhd since 1 January 2016.


En. Mohd Fadzli has worked in various senior capacities in the financial industry for the past 20 years. He has also been actively involved in the business development activities of a listed telecommunications company, where he served as President of its Group Marketing Council which was responsible for advising the company’s Management Committee on marketing strategies. En. Mohd Fadzli graduated with a B.Sc. (Mathematics) from Clarkson University in New York, and holds an MBA (Finance) from the University of Leeds, United Kingdom.



EN. ROSLAN BIN HARUN, PORTFOLIO MANAGER

En Roslan Harun joined PhillipCapital Group in August 2013 with the main responsibilities to implement the business development plan/strategies for corporate and institutions’ business. He is also responsible in managing investment equity portfolio for retail and corporate clients.


En Roslan Harun has total more than 25 years of experience in the capital market industry with his first job as Investment Analyst with PFM Capital.Then he joined KAF Stockbroking as corporate dealer’s representative. He was a fund manager cum business development manager at Maybank Investment in 1995. He joined JMF Asset Management in 2001 then after the merger with Amanah Raya Asset, he was appointed the Chief Executive Officer of Amanah Raya Unit Trust. Later, he joined ECM Libra Group as the Director of Corporate Business Development. En Roslan Harun holds CMLS and unit trust license.




MR. ANG KOK HENG, CHEIF INVESTMENT OFFICER

Mr. Ang joined Phillip Capital Management Sdn Bhd in January 2007. He graduated with a Bachelor of Engineering in Mechanical, from University of Malaya in 1980 and holds a Master Degree in Business Administration from Universiti Kebangsaan Malaysia. He is also a Fellow Member of the Chartered Institute of Management Accountants and Charterholder of CFA Institute. He started his career as a design engineer before joining Malaysian Industrial Development Authority (MIDA) where he spent seven years there.


Mr. Ang started the Research Department of TA Securities Berhad in 1988 and headed the department for seven years. He was subsequently transferred and appointed as the Chief Investment Officer of TA Asset Management in 1995. He is also a regular speaker in stock market and investment seminars. Mr. Ang holds a Capital Markets Services Representative License (CMSRL/A3984/2007).




MR JEFFREY LIM SEOW LEONG, VICE PRESIDENT, INVESTMENT

Mr. Jeffrey Lim joined the PhillipCapital Group in 1993. He had assumed various posts in the Group before being promoted to head the Futures & Options operation of the Group in Malaysia in 2000. Mr. Jeffrey Lim joined the Group’s Malaysian Fund management team in July 2003 and holds a Capital Markets Services Representative License (CMSRL/A3303/2007).

Mr. Richard Cheong joined Phillip Capital Group in January 2007 as an Assistant Vice President, Investment. He was with TA Asset Management Sdn Bhd for 4 years as an Investment Analyst responsible for providing research and analysis on investments. He was also the technical analyst for the investment team of TA Asset Management Sdn Bhd. Mr. Richard Cheong holds a Capital Markets Services Representative License (CMSRL/A4052/2007) and manages several of the investment portfolios of PCM’s clients.

At the same time, he also plays a role in the formulation and implementation of products and business development strategies. En. Zainuddin brings with him over 11 years of experience in the financial industry ranging from risk management and trade execution. Ms. Tan was appointed as Fixed Income Manager of Phillip Capital Management Sdn Bhd in January 2015. She began her career with the Phillip Mutual Berhad in August 2008 and was transferred to Phillip Capital Management in 2011 to grow the corporate and institutional business.
